SOS International LLC (SOSi), is seeking a highly qualified Frequency Management Lead to support a large Information Technology (IT) support services contract for U.S. Army Europe (USAREUR). The program supports theater communications architecture and enhancing interoperability between the Army and Allied mission partners. The services performed under this contract will include, but are not limited to, End User help services, network services (WAN/LAN), Internet Protocol Television (IPTV), Mobile communications, System Administration, Comand and Control (C2), Application/System Support, Project Management, Engineering Services (System/Network), Software Engineering and Application Development, Cyber Security, Logistics Management, Storage and Virtualization, Knowledge Management, and Enterprise Architecture Services. 

Responsibilities

  • Perform spectrum management and spectrum engineering technical support for the procurement, assignment, and protection of radio frequencies for legacy and emerging spectrum-dependent systems in support of combined operating forces.  
  • Analyze technical data of communication systems and, based upon knowledge of radio equipment and radio propagation, initiate and track actions at the National or International level, as required, to eliminate conflicts in frequency assignments which arise as a result of the heavily congested radio frequency spectrum.  
  • Generate, submit and track frequency assignment requests through spectrum management databases.  
  • Generate, review, submit and track spectrum certification requests to ensure adequacy and accuracy to support operational needs of the requestor and local spectrum user.  
  • Attend working groups, as required, pertaining to operational requirements, frequency allocation/assignment plans, and DoD policies affecting the communications-electronics elements of the military services.  
  • Evaluate and analyze Table of Frequency Allocations, channel plans, and planned changes to the Radio Regulations as prepared at telecommunications conferences to consider the potential impact to coalition communications systems and equipment.  
  • Coordinate with installation spectrum managers, area frequency coordination offices, fleet operational users, and other spectrum dependent system stakeholders.  
  • Provide RF environmental spectrum monitoring and direction finding support. Help monitor range operations and installation spectrum usage.   
  • Assist in the development and update of an informational library providing greater fidelity of spectrum occupancy and use across the installation.  
  • Other duties as assigned. 

Qualifications

  • Security Clearance: 
  • Ability to obtain and maintain a DoD Secret clearance based on a T5 investigation 
  • Education: 
  • Bachelor’s degree in Information Technology, or relevant discipline; Additional years of experience may be substituted in lieu of education 
  • Certifications: 
  • Ability to obtain and maintain Technical Expert accreditation status under DOCPER. 
  • DoD 8570 IAT-II certification required. 
  • Certification in Frequency Management and/or CCNP. 
  • Experience 
  • Experience in frequency management or documented formal training

Preferred Qualifications

  • Fluency in a foreign language is desirable, but not required.
