SOSi is currently seeking an experienced Payroll Compensation Technician to join our team in Charleston, SC to support the Global Compensation's Overpayment Processing Unit.  The Payroll Compensation Technician will be responsible for payroll processing, analysis, auditing and monitoring of payroll for U.S. Foreign Service employees, Department of State Civil Service employees and Locally Employed (LE) staff.


  • Calculate overpayment by entering payroll overpayments in the automated overpayment calculation system
  • Import all supporting document into Document Imaging System (DIS)
  • Utilizing and updating overpayment in the debt management database
  • Prepare Payroll overpayment packets and send to the auditor to be audited
  • Provides overpayment information by answering questions and requests
  • Maintains employee confidence and protects payroll systems operations by keeping information confidential
  • Contributes to team effort by performing other duties as assigned. Retrieve, research and analyze pay history in the proprietary financial systems 
  • Monitoring debt collections, including payments submitted to Accounts Receivable, Pay.Gov, and salary deduction Creating cases in the Debt Management Database and completing ongoing updates until the case has been closed Processing actions to correct overstated earnings, including preparing letters of credit, W2 Corrections, and manual adjustments in the pay processing system
  • Perform other payroll project duties as assigned by the Team Lead or Subject Matter Experts


  • Must have a Secret clearance or ability to obtain Interim Secret clearance
  • Four year degree in accounting or a related field such as computer science or business administration
  • One year of relevant expereince
  • One year of programming experience preferred but not required
  • As part of a team, can perform logical and physical system designs; develop test plans and other systems documentation. Accounting procedures, policies, and operations experience may be substituted for IT experience 
  • Personnel shall possess superior multi-tasking, analytical, organizational, oral and written communication skills, as well as a strong attention to detail.
  • Strong customer service skills, flexible to change and a positive attitude 
  • Requires experience with computer-based applications including word-processing, spreadsheets, and database management systems.  MS Excel and MS Word experience at an intermediate level is required.
  • Experience with processing payroll including manual creation of W-2s and 1099’s is highly preferred.
  • Experience working in high volume, fast paced, production driven business environments.

Preferred Qualifications

  • CAPPS (Consolidated American Personnel & Payroll System), Report.web, Employee Express, Microsoft Office Suite (Excel, Word, Outlook, Access), Global Foreign Affairs Compensation System (GFACS), GFS Knowledge Base (KB), GEMS (Government Employee Management System), DIS (Document Imaging System & various websites of government agencies (Employee Express, IRS, TSP. Office of Personnel Management) and other software systems required to complete the job.
  • Fluency in a foreign language is desirable, but not required.

Working Conditions

  • Work environment is normal for office setting in a multiple (closely located) building campus located in a Federal Facility
  • The workday is 8-hour and 45-minutes including a 45-minute non-compensated lunch
  • Core hours are from 9am-3pm
