SOS International LLC (SOSi) is seeking a Country Fuels Manager to support a large Base Operations Support (BOS) program providing operations & maintenance (O&M) support services to our U.S. government customer in Iraq. The program shall support O&M, full supply chain fuel services, renovation and construction projects, and other limited logistics support. The ideal candidate will have experience working on other large O&M programs in contingency environments.


  • Operate and maintain the complete fuel storage and distribution system from the fuel fill point to holding, bulk storage (above ground and below ground as well as storage bladders), supplementary storage, and day tanks, to the distribution systems to the generators, central boilers, and backup generators, including backup fuel storage tanks, in accordance with UFC 3-460-03.
  • Test and record all fuels for water, sediments, density, minimum octane levels, and sulfur levels in accordance with API standards prior to pumping into the fuel storage tanks.
  • Fuel test results shall be documented and provided to the COR for each fuel delivery.
  • Maintain an up–to–date storage tank capacity assessment and provide to the COR within twenty-four (24) hours of receipt of delivery.
  • Provide for metering and calibration reporting annually.
  • Provide the COR, and all parties indicated by the COR, with a daily report of the fuel inventory including the estimated days the supply will last at the current consumption rates.
  • Responsible for the safe transportation of fuel products at all sites, to provide retail fueling to generators, tanks, etc.
  • Perform fuel deliveries in a manner which ensures the safety of residents, employees and visitors at all USG sites.
  • Ensure employees have safety education when engaged in activities involving USG facilities, personnel, or equipment.
  • Comply with all local environmental laws in handling, storage, and disposal of all hazardous/toxic materials.
  • Responsible for the conduct of any Sub-contractor(s) engaged in deliveries and subcontractor compliance with the contract.
  • The Contractor will also have an oversight program in place to prevent and discover possible instances of fraud, waste and abuse.
  • Performs other duties that may be assigned


  • Associate’s Degree from an accredited U.S. college or university; experience may be substituted in lieu of education.
  • Seven or more years of relevant experience of having managed and performed fueling operations to include: Refueling, De-fueling, Storage, Maintenance, Purity testing, Tank gauging
  • Demonstrated familiarity with transportation of the following: JP-4, JP-5, JP-8, Diesel, Petroleum, Oil, Lubricants
  • Demonstrated experience of managing associated administrative and finance functions relating to fuel supply
  • Ability to obtain and maintain a DoS Moderate Risk Public Trust (MRPT) clearance
  • Advanced demonstrated Microsoft Office skills, to include: Word, Excel, PowerPoint, Project and Outlook.

  • Excellent demonstrated critical thinking skills.

Preferred Qualifications

  • Demonstrated knowledge and experience in the U.S. Government Contracting industry.
  • Demonstrated experience with running large O&M programs in a contingency environment
  • Fluency in a foreign language is desired, but not required.

Working Conditions

  • Willingness to live and work under environmental and other conditions that may be uncomfortable or hazardous at times.
  • Personnel should be aware of moving on short notice and under adverse conditions.
  • Requires periods of non-traditional working hours including consecutive nights or weekends when necessary.
