SOSi is currently seeking an experienced Payroll Compensation Technician in Charleston, SC. to support the Annuitant Pay Pool for Global Compensation’s Office of American Pay Processing. The Compensation Technician will be responsible for payroll processing, analysis, and auditing and monitoring of payroll.


  • Typical duties include the following: Reviewing and auditing annuitant records, preparing spreadsheets and annuity start-up sheets, communicating with annuitants, other bureau, and agency colleagues, accurately entering data into the annuity roll system, and preparing written correspondence.
  • May perform one or more tasks such as verifying the internal consistency, completeness, and mathematical accuracy of documents, examining, and verifying the clerical accuracy of various types of reports, lists, calculations, etc.
  • Contractor resolves problems in reoccurring assignments in accordance with previous training and experience.
  • Resolving problems independently for most reoccurring assignments in accordance with previous training and experience.
  • Conformance with requirements and technical soundness of completed work is reviewed by the supervisor.
  • Supplemental Payments, Annuity Records Processing, Annuity Retirement Packages and Annuity Reemployment transactions.
  • Payroll record and track all annuity and payroll inquiries phone of e-mail on the Case Management System
  • Provide support for the imaging/ and or filing of annuity or payroll forms and records. Electronically file imaged documents in the appropriate files
  • Image all incoming mail and retirement packages and electronically forward the items to the appropriate technician
  • Responsible for timely payments of 1st time annuitants for Foreign Service Retirees
  • Responsible for timely submission of retiree payment data to OPM for 1s time annuitants for Civil Service Retirees
  • Responsible for accuracy of calculation/processing of retirement pay
  • Responsible for timely delivery of Accurate 1099’s and other applicable tax documents to retirees


  • Secret Clearance or ability to obtain Interim Secret Clearance 
  • Two-year college degree
  • Uses greater judgment and initiative to determine the approach or action to take in non-routine situations.
  • Interprets and adapts guidelines, including unwritten policies, precedents, and practices, which are not always completely applicable to changing satiations
Software Systems Utilized:
  • Document Imaging System (DIS), GFACS (Global Foreign Affairs Compensation System), FARADS (Foreign Affairs Retirement  and Disability System), CAPPS (Consolidated American Personnel & Payroll System), GEMS, Share Point, Report.web, Employee / Annuitant, Express, Microsoft  Office Suite, GFS Knowledge Base, various websites of government agencies (Employee Express, IRS, TSP Office of Personnel Management)

Preferred Qualifications

  • Prefer extensive payroll processing experiencePrefer experience with CAPPS (Consolidated American Personnel & Payroll System), Report.web, Employee Express, Microsoft Office Suite, GFS Knowledge Base, Remedy Case Management, Document Imaging Software (DIS) & various websites of government agencies (Employee Express, IRS, TSP. Office of Personnel Mgmt)
  • Fluency in a foreign language is desirable, but not required.

Working Conditions

  • Working conditions are normal for an office environment.
  • Fast paced, deadline-oriented environment.
  • Workday is 8 hours and 45 minutes with a 45-minute non-compensated lunch (taken between 11-2), between the hours of 6:15 am - 6:00 pm (Core working hours are 9:00 am -3:00 pm), Monday through Friday, excluding federal holidays observed at the government site.

  • Work Schedule will be defined based on the work requirements of Global Compensation.

  • Performance under this task order may require work in excess of the normal forty-hour work week to include weekends as the workload requires it. 

  • Work performed in excess of 40 hours may be scheduled or unscheduled work and must be authorized by your Project Manager and DoS Management.
