Overview

SOSi is currently seeking an experienced Program Manager for the U.S. Drug Enforcement Administration (DEA) to join our team in the Washington D.C. Metro Area.

The DEA is the world's leading drug enforcement agency, and the only U.S. federal agency entirely dedicated to drug law enforcement. DEA plays a significant role in the Department of Justice’s (DOJ) domestic drug enforcement strategy. DEA’s mission is to enforce the controlled substances laws and regulations of the United States and bring to the criminal and civil justice system of the United States, DEA has a presence in more than 350 domestic offices in 22 divisions within the U.S. and 75 foreign offices. DEA’s operation and support activities are distributed across five core business lines that include the following: Investigative, Financial, Forensic, Intelligence, and Support Operations and Administration.


As a Program Manager for Infrastructure & Application Modernization you will be responsible for the overall management, integration and delivery of various service delivery tiers including applications, infrastructure, security and IT service management expertise to deliver an enterprise modernization solution to DEA.

Responsibilities

  • Oversees the delivery on all program/ project commitments from concept to completion. Responsible for project scope, schedule and budget management.
  • Manages governance, operational, planning, and strategic responsibilities in support of the Technology Transformation program
  • Facilitates dependency management across the transformation programs
  • Builds and maintains forward looking transformation risk management plans
  • Engages in tasks, requiring interpretation of complex sets of information, bringing stakeholders together to establish time-boxed action plans
  • Defines new processes and improves existing processes with the concept of Continuous Improvement
  • Develop practical solutions and methodologies to further support the Application / Infrastructure Modernization efforts
  • Develop "thoughtware" and "point-of-view" documents
  • Identifies assesses, tracks and mitigates program level issues and risks at multiple levels, and drives decision making and escalations
  • Documents and manages program level dependencies
  • Utilize Scaled Agile Framework (SAFe) and DevSecOps processes that achieve results through continuous capability enhancements

Qualifications

  • Active Secret Clearance
  • PMP Certification
  • Bachelor’s Degree required
  • 15 years of Technical Program Management experience
  • Prior work experience with federal Law Enforcement such as DEA, FBI, Secret Service, ATF etc…
  • Needs to be skilled working in a technical environment with multiple systems/enclaves to operate and maintain
  • knowledge of private and public cloud services (AWS and Azure) 
  • Strong technical program management (TPM) experience on cloud engineering products/projects
  • Experience with business solutions models such as Infrastructure as a Service (IaaS), Lab as a Service (LaaS), and Platform as a Service (PaaS)
  • Experience with Agile project management methodologies
  • Demonstrated strong people leadership skills with focus on creating positive, trusting relationships stakeholders, engineers, customer business and technical staff, product engineering teams
  • Ability to interact with senior levels of leadership effectively
  • Exceptional organizational and analytical skills
  • Ability to interact with senior levels of leadership effectively
  • Experience developing, maintaining, and coordinating Technical Roadmaps
  • Exceptional organizational skills
  • Excellent facilitation skills
  • Excellent written and verbal communication skills
  • Expert level ability to communicate directly and clearly, with a strong emphasis on careful listening

Preferred Qualifications

  • Fluency in a foreign language is desirable, but not required.
  • Ability to obtain and maintain a U.S. government security clearance.
