SOSi is seeking an IT Engineering Manager in Rock Island, Illinois to be responsible for all technical operations of a Network Operations Center.  The Engineering Manager will be responsible for the oversight and technical direction of the Systems, Networking, and Cybersecurity teams supporting a global communications network for the Department of Defense.

• Provide leadership, guidance and direction to Network, System and Cybersecurity teams supporting a global communications network for the Department of Defense.
• Oversee end-to-end lifecycle technology and engineering projects across multiple teams, including developing, planning, and executing project plans.
• Maximize team performance by effectively communicating strategic project plans, direction and performance expectations as well as operations and project objectives.
• Evaluate project performance by aligning engineering resources to support the goals and requirements of each project.
• Place a strategic focus on maintaining maximum uptime while simultaneously prioritizing cyber security, technology, and engineering efforts.
• Partner with internal and external stakeholders, including directly with the customers, to develop the proper scope for each project.
• Develops functional requirements for integrated telecommunications systems.
• Analyzes task requirements to determine functional and cross-functional requirements.
• Applies a wide range of analytical techniques, assessments, and other measures in evaluating data to reach appropriate conclusions.
• Translates/recommends processes and procedures to ensure proper consideration of programmatic, technical, and management factors for overall program management successes. Identifies resources required for each task.
• Ensures design compliance with all project requirements.
• Reviews customer specifications, requirements, and budget and leads a project team to develop designs/solutions to best support the requirements
• Provides cost and schedule input for design assignments.
• Represent the program in technical discussions with the government.
• Provide technical direction, daily supervision, and mentorship to engineering staff.

• In scope active Secret security clearance required.
• Bachelor’s Degree in Information Technology or related field. Additional experience can qualify in lieu of degree.
• 10+ years of relevant experience.
• 6+ years of experience in Network Engineering, Systems Engineering, Information Assurance, or Systems Integration in a DoD environment.
• IAT-II certification (Security+).
• At least one computing environment certification (CCNA preferred).
• Experience leading multiple teams with competing priorities.
• Experience with the operational and technical skills below:

  • CISCO Routers, Switches, and ASAs
  • Palo Alto Firewalls
  • STIGs
  • IAVAs
  • Active Directory
  • Microsoft SCCM
  • SIEM tools such as Splunk or Elastic Endgame
  • iDirect
  • Project Management

• IAM-II certification (CAP, CASP, CISM, CISSP, GSLC, CCISO)
• Fluency in a foreign language desired but not required.

• Normal office conditions with possible requirement to lift and/or move objects or packages of up to 25 lbs.
