SOSi is seeking Data Manager to join our team supporting emergency shelter operations in Southwest Texas. Operations will provide temporary residential shelter care and other related services to migrant families, including housing, childcare, medical and mental health services, case management, legal services, recreation, religious services, and food services. The ideal candidate will have prior experience supporting similar Shelter Operations.


  • Design data infrastructure to extract and organize data for authorized individuals to access.
  • Identify a multi-agency data systems/sources of record with relevant data for ingest into the Digital Ecosystem for operational decision making and reporting.
  • Identify internal and external data sources, determining data storage, curation, delivery needs to create and maintain data infrastructure for the HHS EIS ecosystem.
  • Create a holistic data infrastructure, enabling data virtualization, master data management, and metadata-management to optimize operational decision making.
  • Designing, developing, and modifying data infrastructure to accelerate the processes of data analysis and reporting.
  • Overseeing the integration of new technologies and initiatives into data standards and structures 
  • Evaluating the design, selection, and implementation of database changes by comparing them with business requirements and design documents.
  • Assessing system performance and making recommendations for hardware, software, and data storage improvements.
  • Ensuring data and information security by integrating and upholding digital security systems.


  • Bachelor of Science in technical software, computer, engineering or data development disciplines.
  • Minimum of six years’ experience, managing holistic, organization-wide operational data environments and digital ecosystems.
  • Understanding of federal government data systems and basic workflow models for lifecycle data collection, ingest, curation, exploitation, reporting and delivery.
  • Proven experience translating large scale strategic processes into core data element transactions that can be aggregated into data-centric decision models.
  • Experience with Linux configuration, SQL database, Github/Git/Gitlab/Bitbucket, Python, Java, C++, and Tableau. 
  • Ability to obtain/maintain U.S. Immigration and Customs Enforcement suitability determination for holding a Public Trust position.
  • Ability to obtain/maintain pre-employment medical clearance.
  • Ability to act responsibly, professionally, and use good judgment under pressure required.
  • Ability to multitask in fast-paced, deadline driven environment.
  • Excellent interpersonal and staff management skills.
  • Strong communication skills in both verbal and written.
  • Proficient in Microsoft Office (MS word, Excel, PowerPoint).

Preferred Qualifications

  • Bi-lingual fluency in Spanish and English is preferred.
  • Prior Shelter experience working with Migrant families and/or children.

Working Conditions

  • Ability to work non-traditional hours including consecutive nights and weekends when necessary; shift work required.
  • Ability to work efficiently under deadlines and pressure.
  • Ability to keep up in a fast-paced environment.
