SOSi is seeking a Human Resources (HR) Manager to join our team in southwest TX.  The HR Manager will be responsible for: 1) providing general HR support to company employees who work on a government contract, and 2) managing a team of HR Specialists across multiple work locations.  The HR Manager will report to SOSi’s program manager responsible for the contract but will additionally have dotted line reporting to SOSi’s Chief Human Resources Officer.  


  • Collaborate with corporate HR staff to create and implement site-specific onboarding/offboarding procedures.
  • Conduct orientation sessions and exit interviews.
  • Assist program leadership and corporate HR staff with development and delivery of contract-specific policies and new hire/annual compliance training; ensure required training is completed on a timely basis.
  • Maintain awareness of applicable federal, state, and local employment laws and regulations; coordinate with program leadership and corporate HR staff to update site-specific policies and training as necessary.
  • Engage with program employees to ensure understanding of their HR needs; recommend and implement strategies to promote positive staff morale and productivity.
  • Provide program employees with timely and accurate responses to general HR-related questions and concerns.
  • Collaborate with corporate HR staff to evaluate and resolve employee relations issues and address unsatisfactory work performance or misconduct.
  • Conduct investigations in coordination with corporate HR and Legal staff.
  • Administer disciplinary actions in consultation with corporate HR and Legal staff.
  • Inform corporate Recruiting staff of anticipated program staffing vacancies.
  • Support scheduling of interviews between applicants and hiring managers.
  • Collect interview feedback from applicants and hiring managers.
  • Inform Recruiting staff of anticipated job vacancies.
  • Provide program leadership with staffing updates.
  • Perform other duties as assigned.


  • B.A. or B.S. degree or equivalent experience.
  • Seven years of experience in broad-based Human Resources role.
  • Ability to obtain/maintain U.S. Immigration and Customs Enforcement suitability determination for holding a Public Trust position.

  • Ability to obtain/maintain pre-employment medical clearance.
  • Strong organizational skills and ability to multitask under pressure.
  • Ability to safeguard protected information.
  • Excellent interpersonal and staff management skills.
  • Strong verbal and written communication skills.
  • Proficient in Microsoft Office (MS Word, Excel, PowerPoint).

Preferred Qualifications

  • Bachelor’s degree in Human Resources Management or related discipline.
  • Prior experience working for a U.S. Government contractor.
  • Bi-lingual fluency in Spanish and English.
  • Prior Shelter experience working with Migrant families and/or children.

Working Conditions

  • Requires non-traditional work hours including nights and weekends; shift work required.
  • Fast-paced, deadline-driven environment.
  • May require ability to lift and/or move items up to 25 lbs.
