SOSi is seeking a Project Control Analyst to join our team supporting emergency shelter operations in Odessa, Texas. Operations will provide temporary residential shelter care and other related services to migrant families, including housing, childcare, medical and mental health services, case management, legal services, recreation, religious services, and food services. The ideal candidate will have prior experience supporting similar Shelter Operations.



  • Support assigned business operations and program control functions which are small to moderate in size as well as moderate in complexity to include:
    •  Planning
    •  Tracking
    •  Analysis
    •  Reporting 
  • Generates and prepares spreadsheets depicting project performance and provides charts and graphs to illustrate existing and future performance.
  • Performs duties to support monthly billing and closing.
  • Develops and maintains expenditure plans to include level of effort projections as well as depletion dates for current funding.
  • Develops and analyzes Estimates To Complete (ETC), maintains program budgets, monitors actual costs and commitments.
  • Develops cost estimates for future project performance periods and reports variances against previous projections and pricing standards.
  • With limited assistance from the Finance Manager, develops FAR compliant cost models.
    Prepares project reports to aid program management in controlling projects.
  • Researches and communicates to management in a timely manner inquires on unusual or questionable cost
    Supports monthly internal / external financial and program reviews.
  • Performs other duties as assigned by supervisor.


  • Bachelor’s degree in Finance, Accounting, or Business related discipline.
    5 or more years of related experience in performing related financial analysis work.
  • Must be an Advanced Microsoft Excel “Power User”, including experience working with VLOOKUPS and pivot tables.
  • Ability to obtain/maintain U.S. Immigration and Customs Enforcement suitability determination for holding a Public Trust position.
  • Familiarity with financial accounting close process as it related to U.S. GAAP.
  • Familiarity with Government cost accounting standards (CAS), as they relate to timekeeping, allowable cost, allocation of cost.
  • Excellent business acumen and strong analytical and problem solving skills.
  • Ability to multi-task and manage multiple projects under tight deadlines.
  • Strong written, oral and interpersonal communication skills.
  • Proficiency in other Microsoft Office applications.

Preferred Qualifications

  • Experience with CostPoint 7 is desired, but not required.

Working Conditions

  • Ability to work non-traditional hours including consecutive nights and weekends when necessary; shift work required.
  • Ability to work efficiently under deadlines and pressure.
  • Ability to keep up in a fast-paced environment.
