SOSi is seeking a Personnel Security (PERSEC) Manager to join our team supporting emergency shelter operations in Odessa, Texas. Operations will provide temporary residential shelter care and other related services to migrant families, including housing, childcare, medical and mental health services, case management, legal services, recreation, religious services, and food services. The ideal candidate will have prior experience supporting similar Shelter Operations.

Responsibilities

  • Responsible for providing management, oversight, and guidance to the personnel security team, who are responsible for providing support to a major employee in-processing effort.
  • Responsible for the coordination, tracking, processing, and oversight of employee eQIP suitability .
  • Supports company management in understanding U.S. Government suitability processes and requirements specific to DHS, as well as the fingerprint submission process.
  • Manages the workload, schedule, and performance of the personnel security team.
  • Leads inquiries regarding concerns with employee suitability and conduct.
  • Provides quality control functions by reviewing submissions for completeness and accuracy.
  • Tracks the progress of submitted documentation with the customer.
  • Conduct indoctrination, termination, and security briefings and refresher briefings for employees, consultants, and subcontractors.
  • Develops a training and indoctrination program for the personnel security team.
  • Maintain a firm understanding of customer contractual requirements, rules, and regulations.
  • Update databases and spreadsheets related to assigned tasks.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in related field.
  • Minimum of 7 years of experience in the personnel security field with prior management experience managing security teams.
  • Experienced in handling personal and confidential information and show a strong orientation for customer service and organization.
  • Understanding of U.S. Government suitability requirements.
  • Experience reviewing suitability forms, SF-85p and SF-86, for completeness and accuracy.
  • Ability to instruct others in security procedures, requirements, protocols, and operations.
  • Ability to obtain/maintain U.S. Immigration and Customs Enforcement suitability determination for holding a Public Trust position.
  • Ability to obtain/maintain pre-employment medical clearance.
  • Ability to act responsibly, professionally, and use good judgment under pressure required.
  • Ability to multitask in fast-paced, deadline driven environment.
  • Excellent interpersonal and staff management skills.
  • Strong communication skills in both verbal and written.
  • Proficient in Microsoft Office (MS word, Excel, PowerPoint).

Preferred Qualifications

  • Bi-lingual fluency in Spanish and English is preferred.
  • Experience with DHS ICE suitability process is preferred.

Working Conditions

  • Ability to travel across the Southwestern United States for extended periods of time.
  • Ability to work non-traditional hours including consecutive nights and weekends when necessary; shift work required.
  • Ability to work efficiently under deadlines and pressure.
  • Ability to keep up in a fast-paced environment.
