Overview

SOS International LLC (SOSi) is seeking a Program Manager to support the Government of Iraq with their Human Resource Management (HRM) Transformation initiative via the development of a “Unified Approach” for modernizing and integrating HRM processes, policies, and technologies. The SOSi EU project team will provide strategy, management, and technology consulting services, in conjunction with the European Union (EU), to the Government of Iraq (GoI) to assist with this transformation initiative.

Responsibilities

Creation of the HRM Functional Design.  This design will form the basis of the transformation strategy and will become the primary input into the development and implementation of the Human Resource Information System (HRIS). This project will include the work associated with planning, requirements analysis, design, implementation, operation, and maintenance of the HRIS.

Qualifications

  • Bachelors degree in public administration, business administration, or human resource management.
  • At minimum 7 years of work experience as a Human Resource Management (HRM) consultant servicing governmental clients in the EU and/or Middle East.
  • Relevant professional certifications in human resource management from bodies such as SHRM or HRCI and project management from bodies such as PMI.
  • Experience with the usage and implementation of industry standards and best practices regarding HRM processes, policies, and procedures. This shall include a deep understanding of such items in addition to a deep understanding of HRM technologies.
  • Experience leading HRM process reengineering efforts for large organizational entities, preferably governmental entities. Experience shall include working with HRM stakeholders via facilitated workshops to elicit, analyze, and define “reengineered business” requirements for a modernized ERP/HRIS system.
  • Experience with leading and managing the entire implementation lifecycle of an HRIS modernization effort, which shall include requirements analysis, business process reengineering, high-level and detailed design, configuration and development, testing, deployment, and operations and maintenance.
  • Proven experience with the planning, executing, monitoring, and controlling of teams and work activities regarding an ERP/HRIS solution for large governmental entities, preferably in countries similar in size, scope, and complexity as post conflict Iraq
  • A demonstrated understanding of the challenges, risks, and general approach for implementing HRIS solutions for large governmental entities. Experience working with government entities charged with overseeing national policing, border patrol, and homeland security functions is desired.
  • Excellent written and verbal communication skills including the ability to prepare and deliver presentations to various types of resources including executives, managing directors, and operational managers is desired.
  • Excellent and proven thought leadership and project management experience leading a multidisciplinary team of consultants and government subject matter experts.
  • Excellent English speaking, reading, and writing capability is required. Arabic speaking, reading, and writing capability is desired.
