SOS International LLC (SOSi) is seeking a HRIS System Architect to support the Government of Iraq with their Human Resource Management (HRM) Transformation initiative via the development of a “Unified Approach” for modernizing and integrating HRM processes, policies, and technologies. The SOSi EU project team will provide strategy, management, and technology consulting services, in conjunction with the European Union (EU), to the Government of Iraq (GoI) to assist with this transformation initiative.


Creation of the HRM Functional Design.  This design will form the basis of the transformation strategy and will become the primary input into the development and implementation of the Human Resource Information System (HRIS). This project will include the work associated with planning, requirements analysis, design, implementation, operation, and maintenance of the HRIS.


  • Bachelors degree, preferably in management information systems or computer science, from a leading technical university
  • At minimum, 4 years work experience as an ERP Technology consultant with relevant experience and expertise in the configuration and deployment of Human Resource Information Systems. Experience with ERP COTS products including PeopleSoft, Oracle, SAP, or Workday is preferred.
  • Experience supporting government clients with the design and implementation of their ERP systems, with a focus on the implementation of HRIS solutions. Experience shall include supporting post conflict governments working in high-risk areas, preferably in the middle east, that are similar in size, scope, and complexity as the GoI.
  • Experience with best practices regarding the configuration and deployment of ERP HRIS solutions, including agile and hybrid agile methodologies and techniques.
  • Experience with the analysis of requirements and the reengineering of HR processes in large governmental organizations resulting in “configurable designs” that can be implemented using ERP HCM COTS technologies. Experience shall include planning and facilitating workshops with various types of stakeholders to elicit requirements and develop designs to address reengineered processes, policies, and procedures.
  • Has the requisite subject matter expertise and capability to advise HR practitioners and IT experts on the intelligent use of information technology to support modernized HR operations
  • Has recent and relevant experience using industry accepted best practices for managing requirements and configuring ERP HCM solutions, including an in depth understanding on the relationship and impact of configuring the system based on the requirement specifications.
  • Excellent written and verbal communication skills including the ability to prepare and deliver presentations to various types of stakeholders including executives, managing directors, and operational managers is desired.
  • Excellent system architecture skills with a focus on HRM functional requirements elicitation including leading and facilitating joint application design sessions staffed with a multidisciplinary team of consultants and government subject matter experts
  • Excellent English speaking, reading, and writing capability is required. 

Preferred Qualifications

Graduate Degree.

Arabic speaking, reading, and writing capability is desired.
