Overview

SOSi is seeking a Finance Manager to join a large medical support services program in Iraq supporting our U.S. Government customer.

Responsibilities

  • Serves as main point of contact for financial, project control and business operations on all assigned programs.
  • Develops Estimates at Complete (EACs) for full program performance, maintains program budgets, monitors actual costs and commitments; utilizes actuals to date along with projections in order to properly capture anticipated performance along with ability to effectively communicate range of outcomes / impacts.
  • Analyze and effectively communicate (verbally and financially) performance variances to forecasts and/or plan over various time periods (MTD, YTD, full year, etc)
  • Evaluates relevant contractual documents (RFPs, proposals, contracts, SOWs, etc) as baselines for EACs and required program performance.  Develops REAs and/or recommendations for improved financial performance.
  • Identifies and tracks Risk & Opportunities based on most recent anticipated financial performance.
  • Takes lead on program level / organic growth pricing, taking into consideration all financial and performance requirements.
  • In conjunction with EAC maintenance, tracks contract value and funding and associated limitation of funds (LoF) notifications
  • Takes lead on long range / annual operating plan development during the yearly budgeting process.
  • Must be able to effectively communicate financials to operational and executive teams.  Prepares project reports to aid program management managers in controlling projects and informing decisions.
  • Researches and communicates to management in a timely manner unusual or questionable cost
  • Lead and/or support month end close processes, to include accruals, billing, loss provisions, revenue recognition, petty cash reconciliation, credit card reconciliation, and other essential requirements.
  • Manage full billing life cycle; developing and issuing monthly client invoices through cash collection.
  • Supports monthly internal / external financial and program reviews.
  • Performs other duties as assigned by supervisor.
  • Position is at the US Embassy in Baghdad, Iraq.

Qualifications

  • Required and able to obtain Moderate Risk Public Trust (MRPT).
  • Bachelor’s degree in Finance, Accounting, or Business related discipline.
  • Five (5) or more years of related experience in performing related financial analysis work in a Government contracting environment.
  • High level of proficiency in Microsoft Excel.  Must possess the ability to develop cost models / EACs, pricing models, situational analysis, and related.
  • Familiarity with financial accounting close process as it related to U.S. GAAP.
  • Familiarity with Government cost accounting standards (CAS) and FAR.
  • Excellent business acumen and strong analytical and problem-solving skills.
  • Ability to multi-task and manage multiple projects under tight deadlines.
  • Strong written, oral and interpersonal communication skills.
  • Proficiency in other Microsoft Office applications.
  • Ability to communicate and present complex financial concepts / scenarios to upper-level executives.
  • Ability to effectively work with cross functional departments and teams.

Preferred Qualifications

  • Experience with Costpoint and Cognos.
  • Experience in OCONUS operations, preferably with direct and extended overseas experience.
  • Experience with services-based programs, with high level(s) of direct labor and procurement.
  • Fluency in a foreign language is desirable, but not required.

Working Conditions

  • Living and working conditions at assignment location could be remote and uncomfortable.
  • Long Hours, exposure to weather and hazardous conditions.
  • Personnel should be aware of moving on short notice and under adverse condition.
