SOSi is seeking a Program Control Analyst I (PCA I) to work at a location in the Middle East or South Asia in support of a large language services contract in the CENTCOM AOR. The program supports various U.S. military commands, units, and task forces in the CENTCOM AOR.  The PCA will provide a full range of administrative support and business operations support, to include strategic planning, and program control. The candidate will support assigned business operations and program control functions to include local national linguist labor planning and payroll execution, reporting, administrative support to incoming staff with visa and documentation reviews.

 

The ideal candidate will be a self-starter, working both independently and as an important member of the In-Theater Program Management team. The PCA I will be the primary focal point and POC for the regional support services contractor and provide all required support to the contractor for transportation, housing, office space and vehicle requirements.

 

The PCA I will work collaboratively with the Task Order Program Manager, the Quality Control Manager and Regional Managers, as well as Site and Assistant Site Managers.  The PCA will also work effectively with other Program Control Analysts, Finance Control Manager/Analysts, and others within the Corporate Business Operations team.  

Responsibilities

  • Maintain positive and constructive relationship with the regional support services contractor who will provide local national linguist labor support and a variety of administrative services and functions as required and tasked by the Task Order Program Manager.
  • Analyze immediate and long-term profitability both at the delivery order and the contract level.
  • Assist Task Order Program Manager in the identification of modifications and change orders and preparation of documentation required for new or follow-on efforts.
  • Prepare, review, and maintain monthly financial deliverables for submission to the Government.
  • Coordinate with corporate elements on the invoice review process for programs and prepare subcontractor financial reports of hours and expenditures.
  • Prepare program review presentations.
  • Produce financial deliverables as required per contract for both internal and external use.
  • Participate in business proposals to assist with the development of Basis of Estimates.
  • Ensure adherence to Generally Accepted Accounting Principles (GAAP) and other Corporate / Group financial policies and procedures.
  • Develop Work Breakdown Structures (WBS) as well as related schedules and budgets.
  • Prepare financial reports for assigned programs.
  • Support monthly internal/external financial and program reviews.
  • Develop, report, monitor, and track program metrics/performance indices.
  • Provide weekly and/or monthly labor, and funding forecasts.
  • Support customer and Government audits, to meet FAR compliance.
  • Provide invoice forecasts to include unbilled reconciliation analysis.

Qualifications

  • Active in Scope Top Secret clearance with eligibility for SCI.
  • Bachelor’s degree in a Business/Finance related field.
  • Three (3) years of experience in a Government Contracting environment.
  • Prior experience with CostPoint.
  • Familiarity with the Project Control field and the ability to complete moderately complex assignments and work on moderately complex contracts.
  • Familiarity with pricing and budgeting functions.
  • Ability to transfer subject matter expertise and understanding to other employees and / or internal customers regarding why work is performed the way it is and how it impacts the broader organization.
  • Good communication skills.
  • Ability to analyze problems for root cause and implement corrective action.
  • Proficiency in Microsoft Office, with intermediate to advanced knowledge of Excel.
  • Familiarity with CAAS, GAAP, FAR, DFARs, and JTR.
  • Ability to meet and sustain all CRC pre-deployment and deployment medical and dental screening process requirements.

Preferred Qualifications

  • Fluency in a foreign language is desirable, but not required.

  • Residence and work location is within the USCENTCOM AOR.
